Apprenticeship under the board of apprenticeship training

Question

There is a standing Govt order of india and Govt of kerala regarding the apprenticeship should be considered as work experience for a period of one year in both state and central govt establishments and organisations. Even if there is a standing G.O’s are there how can a co-operative society under the kerala co-operative societies act 1969 can just skip it by saying that “we are statutory”.
