regarding mlm business

Question

We are going to start a MLM business with 8 levels of income with some digital products. (CRm, Hosting and many more) Is it banned in india?

I am checking in many sites that Money Circulation as well as MLM is banned in India? ( http://gurgaon.haryanapolice.gov.in/money-circulation.htm , https://www.rbi.org.in/scripts/BS_PressReleaseDisplay.aspx?prid=32908 ) . How can we bypass it?
