Related to not transferring vehicle whose owner has deceased

Question

My father bought two wheeler for my relative.After several calls he is not transferring vehicle to his name still RC is registered to my father name.My father was dead on 1 May 2021.I just wanted to know if any illegal activity is happened from this vehicle, who will be responsible for that .What is solutions for this.
Note: The vehicle is 15 years old.
Please suggest me

    Did your father make any agreement for the vehicle which shows that the vehicle has been purchased/sold. if yes, with that proof, write to the RTO regarding the factual position. Issue a legal notice to the relative through an advocate for doing the necessary compliance.
