I was regularized in government office in April, 2015 (through govt policy notification May 2014) ; previously working in same office on contract basics for 8 years. Case history is that :- This first govt. office/department did order for regularization of my services (fulfilling all 3 conditions of policy viz. 3years service, sanctioned post, and present in service) on NOTING FILE only (in September 2014) , But NO final orders: forwarding letter (of my regularized services) issued to me by this department, due to which I could not formally join my duties as regular employee despite the fact that I have been after regularized and become permanent employee of this department on my NOTING FILE.
And I had to left helplessly/constraintly this first govt. office, after awaiting 9 months of commencement of same govt regularization policy, as , I got appointed in high court chandigarh and worked there for 2 months. And returned to join as regular employee my first parent govt. office/department in February 2015 by receiving forwarding formal letter (of my regularized of services.
Now, someone complained against my appointment in first office/department on record by saying that , mine was ILLEGAL APPOINTMENT, that I was not in service i.e. in my first parent govt. office/department and working in high court chandigarh office; (the 3rd condition of aforesaid govt regularizarion policy, that employee should be working in same office at the time of regularization).

There are as such no Service Rules or govt. Instructions applicable contract person in terms of leaving/relieving any government department. Hence , my leaving/relieving from this department is not irregular or illegal in any way. For the sake of my earning bread and butter
I left my first govt. office/department to join high court chandigarh, ans return to my first office on later calling and issue me regular employee orders.
I would have lost both opportunities, if I had not joined high court chandigarh office as was helpless. Please guide in regard to illegal appointment. I would not have left first office and joined the second department high court chandigarh , if I had got forwarding formal letter of my regularized of services in my first office /department , even though this first office had already regularized me in my NOTING FILE by Head of department ,which is the competent authority.
