    If the bills are not available then it is not advisable to buy however yiu can get an affidavit from the person selling you that the mobile owner is him and bill was lost and the present mobile is not a stolen property. If it is found to be stolen property and you are not able to prove that you are not a receiver of stolen property then you cannot save yourself from prosecution.
