Brother in law carried away wife luggage forcibly

My brother in law took away all the luggage of my wife from my home forcibly without our permission and threatened to see our end. Does this amount to cruelty? Any citations could you please share in this scenario.

    If the luggage was taken by him with permission of your wife, that would not amount to cruelty.
