Business compliance

Question

Dear sir
I have registered a pvt ltd company registered under West bengal ROC, in 2023. But as soon as I got all the documents, some legal compliance started with the owner, regarding the electric bill, WBSEB restricted the electric supply, and after one month, the owner died. As the premises was His own name, his legal heirs were unable to provide NOC, So we could not get Trade license, and GST. Therefore we could not initiate the business.
Now, we want to initiate the business of the firm in different state as the directors decided to do so.How can we do that?
Please advice.

    To initiate business in a different state, you can open the same however whatever compliance was required in West Bengal, if that cannot be completed then it is advisable to stop the business unless the legal heirs are cooperative to honour the words of the late owner
