Apply for a PSC post

Respected Sir, I need a free legal advice in the following subject. Qualification of candidate is M Com BEd . In BEd candidate studied MS OFFICE with practical. ( Information Technology is a subject in BEd Curriculum).

Can the candidate apply for a PSC post that have following Qualifications : 1.MCom 2.BEd and 3.MS Office.

Please tell me whether the candidate need to take a MS Office certificate again, to apply the post?
