Friendly loan recovery

I had lent 1 lac rupees to my brother in law through cheque.It has been more than 3 years he has returned only 40,000 back through online and deny to pay the rest amount.He threatens me to face severe consequences and would file false cases and Prove me characterless if I asked my money-back.He works as peon in Judiciary department .He works in Additional District Judge bungalow as Peon.I had filed a complaint in Police station under 406 criminal breach of trust but no action was taken .Then,I sent a letter to SSP office and Police investigated the case and asked my brother in law to return the money. My brother in law then keeps changing his statement. He says that he has returned the rest amount by cash but he cannot Provide any Proof of it,since he is lying.Now,whenever Police takes any action on him ,the Additional district judge speaks to Police and then Police stops any further action.They say they are helpless.Now ,I find no hope as I have been fighting for my money since six months ,mentally harassed and demotivated now.Kindly help me .Kindly suggest what should I do now?May God bless you.

If the police is not taking any action despite the finding that the brother-in-law has accepted that he is yet to return the money and under the influence of the district judge, the police is not taking any action, file a criminal complaint directly before the Illaqa Magistrate. on the basis of the evidence, summoning will take place of your brother-in-law, once that happens, the district judge wont have any power. Further, if you are convinced that it is because of the district judge, the police is not taking any action, file a complaint regarding him to the Chief Justice of the High Court detailing as to how he is influencing the investigation.
