I have worked less than a month in a company and have to left the company due to personnel reasons without serving notice period and not taking any first month salary. After a month I got a recovery letter from HR of an unrealistic amount mentioning “if not paid have to face legal actions”. How could I get out from this situation.

If the company has accepted your resignation without any demand, the recovery cannot be fastened belatedly unless any loss has occurred to the company for the reason of you leaving the job while a project you were assigned was underway.
