Before best advice can be imparted, it is necessary to go through the terms and conditions of the bond signed by you. However, it is a right of any employee to get a reliving letter from his ex-employee even if there is a breach of some condition. The employer if at all can add certain lines e.g. the dues are not cleared etc but cannot deny for issuance of reliving letter.
