    If the organisation in which you are duly employed falls under the jurisdiction of CAT then it is not possible to go to the High Court directly because in the High Court when the case comes up for hearing, the judge deciding the case may direct you to withdraw and avail other available and appropriate legal remedy. until and unless you exhaust all the alternative remedies available before approaching the High Court, the chances are the case may not be entertained hence it is always advisable considering the finances and the time involved in such matters, to exhaust all alternate legal remedies.
