We own a Plot in a Layout which is under Panchayat Limits of Andhra Pradesh. We have constructed our house and have been living there for more than 2 years now. Ever since we began to live in our house, we are facing lot of disturbances due to the locals in the village who belong to a community.

We are the only one’s constructed house in our layout and rest are all vacant plots constituting 24 of them altogether. These lands are surrounded by buildings and vacant lands( lighter occupation). There were no proper facilities like side drains built by Panchayat and the filth and sullage passes through open drains along the cc road.

There were couple of issues that I wanted to bring forward for your suggestion and support

1. We have no knowledge of the vacant land owners around our house and none have been doing maintenance of those vacant lands. There is one person from the village who belong to the above community, has the knowledge of the owners of these lands/plots, and have been using the Layout Plots, vacant lands around my house for Buffalo feeding, Goat feeding and various other activities as he wishes, like cutting grass, drying coconut and many other things in the name. They have used the open plots for standing buffaloes, goats etc.

While doing so, they are keeping tab on our activities on one side and doing things as they wish in the plots/vacant lands around my house endangering our security. They talk to people who visit our house in our absence. They does open defecation on these lands, adhoc way. They threw comments and trigger ire, for creating nuisance. Recently they cause to break open drain by feeding buffalo on the drainage bunds and the sullage surrounded my house, causing worst smell and other problems. In this regard we have reported the issue to Gram Panchayat, but no action taken inspite of telling, may be I am not aware if there are politics involved, and we are made to suffer.

The said person above also direct others on his behalf  to visit these lands/plots for their own benefits. We are offended seeing different people visiting this place who doesn’t belong here, nor they are responsible/accountable. Like wise a lot of people from the village venture this place for their own personal reasons, and we have instructed them quite a few times and there is no use. Telling so, all the said person, his family , their community came together and creating various problems for us. Like hit with cricket ball when we travel on bike on road, instigating us into an argument doing this kind of things. These harassments are done adhoc and catching persons is difficult as they are a lot of people from their family and community and we are just one family doing our work. They does various other things and do things as their wish and at times offending us throwing comments sitting infront of our house.

Their intention is to cause hurdles to us. What would you suggest us in these situations?

1. All the filth and sullage from the village is being deployed on a vacant land behind my house, accumulating each and everyday, and there is no way out for the drainage to flow. The sullage is stagnated, none takes care about that. The village people are using this as a way to harass us. Deploying as much as they can from their houses, so the sullage is accumulated giving foul smell and causing other difficulties. During rainy season, the entire locality is flooded. All the said lands/plots above are completely waterlogged. In this regard, we have informed 1000 times to Gram Panchayat, MPDO, DPO, Commissioner, Municipal Corporation( As our village is just adjacent to Corporation). There is no action and we are facing lot of difficulties. The area comes under Gram Panchayat jurisdiction. What action can we take to get this resolved.
