Matters in question is mentioned in rule1 & 2 of Order Eleven, CPC— Issue is defined in rule 1 of Order Fourteen. Are these 2 terms same?
Matter in question, its plain meaning is matter which is questioned by a party to the suit. It does not mean matter affirmed by one pary and denied by another. Rival lawyer is giving the second meaning.

Matter in question pertains to the issues framed by the Trial Court on the basis of the relief sought by the plaintiff in a particular suit. unless a detailed facts are shared, it is difficult to assist you in your case.
