Refund Dispute Due to Missing Legal Documents – Seeking Guidance

I tried to buy the property, but when we went for legal verification, the developers failed to produce some legal documents that are mandatory to complete the process. Since they did not provide the required documents, I asked for a refund of my token amount. Now, they are saying that I will get the refund after 90 days, with a 10% deduction as cancellation charges. Initially, they informed me that I would get a full refund. Now, they are saying that I will receive only 90% of the payment.
I have a payment receipt for what I’ve paid, which mentions the cancellation charges but does not specify any cancellation procedure in case of legal issues with the land.
Should I pursue legal action?
