regarding the regularisation of job

Question

My father is working in I.T.D.C.(under ministry of tourism) since 1990 continously with direct contract (no mediator).In 2010 his several collueges and junoirs were regularised by I.T.D.C.,My father and his 4 collueges also demanded the same but ITDC ignored them,regarding this he filed case in CGIT NEW DELHI and fighting for over 10 years ,on 23 june 2019,judge provided judgement in favour of my father and 4 others that they should be regularised w.r.t  2013 with a certified post but still the orders is not implemented,the case is in DELHI HIGH COURT now,please I request to help these 5 employees by giving the best legal advice

    Is there any stay granted by the honble high court against the order passed by the CGIT and if it is so then they have to wait for the final adjudication of the matter by the high court  . If there is no stay then you can file the contempt petition against the respondent for non compliance of the order passed by the CGIT
