Your question is not clear. Unless the map and the agreement between the parties is perused, the advice given would not be proper and may change as per the facts and circumstances.
If by steps, you are referring to stairs, the same should be in consonance with the terms of mutual settlement for construction. further, you must have got prior approval for making changes to the structure of the building. if the stairs were part of the site plan got approved by the Municipal corporation, you can file a suit for injunction against those who are raising frivolous objections.
