Builder failed to deliver the property as per the agreed terms

I had purchased a flat in Zirakpur Punjab in Oct 2019. The property is a resale property which was bought from a builder in 2018.As per agreement between first owner and builder,the said flat was a 9 tower residential society with listed amenities.Initially I had thought that the project was expected to be completed in coming future.However I have come to know that the builder shall only be completing the first 2 buildings. Can you suggest how I can take this matter legally being a second owner?
It doesnt matter if you are a second owner. Your legal rights are governed through the sale agreement between you and the builder. Further, if the project is registered with RERA then if you wish to rescind the contract then in that case you can send a legal notice asking them to refund your money paid along with interest on the delay caused. If you want the flat and are not looking for refund then also for the delayed period interest on the amount paid can be claimed by you. Or the second option is after issuance of legal notice, file a consumer complaint for deficiency in service.
