Property conversion Agriculture land to non agriculture land

Question

I applied in odisha government portal to convert my inheritance property from agriculture land to non agriculture land.They rejected it.
There is a plot of less than 1500sqft area(Kisam- Grazing land(govt.) in between my plot and road.Now what is the procedure to convert it.

    If the conversion has been rejected, there would have been a reason assigned to it. If the conversion has been rejected because of the grazing land, then you are required to move to appropriate court filing a suit, challenging the rejection order. a writ can also be filed for the same before appropriate high court.
